PENSION ADMINISTRATION OUTSOURCING PROJECT (PAOP)

 

On 15 July 2010 I had a meeting with the above committee which I am a voting member. The project is well underway which will see the migration of RCMP Pension Administration from Morneau Sobeco to Public Works Government Services Canada (PWGSC) forecasted to occur 01 April 2013. The Director of this project is RCMP Superintendent Gilles Moreau of National Compensation Services.


I will give a short summary of this project.


The total budget for the four year project is estimated to be in the area of $92 million. The budget range is standard for this type of project and provides for potential contingencies.

The project is paid for by the RCMP Pension Fund.


In the rules governing the fund, it is clear that any costs for administration must be paid for by the fund itself. That includes the costs to transfer from the current administrator to Public Works.


All of these matters are closely scrutinized by the project Steering Committee and by the Pension Finance Oversight Committee (PFOC), both of which include Senior RCMP managers, Staff Relations Representatives and the Executive Director from the RCMP Veterans Association.


The budget covers a wide range of project components, automated systems and technical infrastructures, development and maintenance of complex databases; measures to ensure the security of the data; telephone and online support; training the client services team at PWGSC, with support from staff at the RCMP; and, the contracting of specialized expertise to support the project.


Any charges related to the Survivor Income Plan (SIP), RCMP Pension Continuation Act (PCA) and a few other small items cannot be charged to the Pension Plan and will not be.
